ICA officer who got sexual services for immigration-related favours jailed

During his work as a staff sergeant with the Immigration and Checkpoints Authority of Singapore (ICA), he told three women who were arrested for immigration offences that he could help them remain in Singapore.

Chin Peng Sum, 51, then obtained free sexual favours from two of the women and alerted them about impending ICA raids.

On Wednesday (2 January), Chin was sentenced to a total of three years’ jail for his crimes.

He had earlier pleaded guilty to 10 charges – including two counts of obstructing justice, three of breaching the Official Secrets Act and two of contravening the Prevention of Corruption Act. Another 23 similar charges were considered in sentencing.

Said he could recommend Special Pass extensions

Chin worked in ICA from 1998 and his duties included conducting operations to arrest immigration offenders. Between end 2016 and early 2017, he met the three women from China – Wang Chenghong, Zhu Shirong and Tang Yuanyuan – over the course of his work. The trio had been arrested for immigration offences.

Chin told the women that he was in a position to recommend the extension of their Special Passes, which would allow them to stay in Singapore after the conclusion of their matters.

Sometime in 2017, Chin asked Zhu for massage services and they had sex in her Geylang residence. Zhu declined his offer to pay $100, claiming the services were for free. The two met again a month later for more sexual services. This time, Chin did not offer to pay.

That same year, Chin asked Wang for massage services, which also led to sexual services at her Geylang residence. Chin asked for a 50 per cent discount of Wang’s advertised rate, but Wang also declined his payment. Chin returned a month later for the same services, and did not make any payment.

Alerted women of impending raids

When Chin received confidential information about impending raids from his superiors, such as dates and locations, he would also pass the details on to the trio. He did so on three occasions in February and March 2017, enabling the women to avoid the raids.

However, Zhu was arrested on 31 March 2017 for vice activities. Chin’s messages on the impending raids and sexual services were uncovered on her phone.

ICA then called Chin up for an interview. After the interview, he told Wang to delete the incriminatory messages against him and she did so. He also deleted his messages to the three women from his handphone.

ICA said that following Chin’s conviction, it “will commence civil service disciplinary proceedings against him with a view to dismiss him from service.” He had been suspended from his job since June 2017 pending the court case.
