SINGAPORE — A Singapore Post (SingPost) senior vice president (VP) was charged on Tuesday (11 May) with attempting to obtain a $1 million bribe from another firm's chief operating officer.

Liang An Wey, 46, was also accused of deceiving SingPost into believing that he was employed at a previous firm at a salary of $14,500, inducing SingPost to give him a post with a $15,000 monthly salary for years.

Liang, a Singaporean, was handed one count of cheating, for deceiving SingPost into believing he was employed at GSM Holdings between 2012 and June 2013 with a monthly salary of $14,500. He allegedly provided the false information in the documents submitted to SingPost for a job application in June 2013, leading SingPost to employ him at a monthly salary of $15,000.

For four years and eight months, Liang worked at SingPost and allegedly received a total salary of $840,000.

Liang also allegedly tried to obtain a $1 million bribe from the chief operating officer of engineering firm Bintai Kindenko Wong Siau Fun in March 2015, as an inducement to recommend Bintai as a preferred subcontractor for electrical works in relation to SingPost Centre's redevelopment and SingPost Office's asset enhancement.

Liang was handed one count under the Prevention of Corruption Act for this charge. His next hearing has been fixed for 8 June.

Responding to Yahoo News Singapore queries, a SingPost spokesperson said that SingPost was alerted to Liang’s activities by the authorities in 2017. After conducting an internal inquiry, SingPost dismissed Liang in April 2018.

If convicted of cheating, Liang may be jailed up to 10 years and fined. If convicted of corruption, he faces a jail term of up to five years, or a maximum fine of $100,000, or both.
