NUS undergrad charged for flashing woman and masturbating in university library

SINGAPORE — A National University of Singapore (NUS) undergraduate who allegedly exposed himself to a woman in the university’s Science Library was charged in court with insulting the victim’s modesty.

Xiong Jiawei, 27, appeared in court for the first time last Thursday (24 October) and had his case adjourned to a pre-trial conference on 5 November.

He is accused of insulting the modesty of a woman on 10 April this year at about 6.20pm in the library, which is located at Block 10 Science Drive 2 at NUS.

Xiong allegedly unzipped his pants, revealed his penis and masturbated in front of the woman, who cannot be named due to a court-imposed gag order to protect her identity.

Commenting on the case, an NUS spokesperson told Yahoo News Singapore that the university takes a serious view of any misconduct by its students. NUS had conducted an internal investigation into the incident and a Board of Discipline was convened in June this year.

Xiong has since been suspended for two semesters and given mandatory assessment and counselling by a psychiatrist.

“The student will also need to be certified medically fit before being allowed to resume studies after the suspension. The disciplinary sanctions meted out by the Board of Discipline form part of the student's formal educational record at the University,” said the spokesperson.

“Security measures are also in place to safeguard the well-being of our students on our campuses,” he said, adding that “pastoral care” was offered to affected students.

If convicted of insulting the modesty of a woman, Xiong faces up to a year’s jail, a fine, or both.
