Teen admits to molesting NPCC mate after locking her in toilet
SINGAPORE — During a National Police Cadet Corps (NPCC) training session at a secondary school, a polytechnic student lured his fellow cadet to a female toilet before locking her in a cubicle and molesting her - for the second time.
The 17-year-old teen, who had already graduated from the school, lied that another female cadet had borrowed a pencil from him and asked the victim, also 17, to locate the pencil for him.
Reformative training and probation suitability reports were called for the teen after he pleaded guilty to one count of molest on Thursday (14 November). Another count of molesting the same girl at a flat on 26 July this year, by grabbing her private parts over her clothes, will be considered for sentencing.
The offender cannot be named in order to protect the identity of the victim.
On 2 August this year, the teen and the victim, who were previously from the same co-curricular activity, returned to their alma mater to help conduct NPCC training.
After the training concluded at about 6pm, the teen asked the girl to locate a pencil that another cadet had borrowed from him earlier that day. The girl agreed to help.
After searching the classrooms, both teen and girl decided to check the female toilets. Before entering the female toilet, the teen asked the victim if the toilet was occupied. He entered the toilet after ensuring no one else was present.
At the teen’s suggestion, the girl entered the last cubicle to locate the pencil. The teen then followed her in and locked the door. He immediately grabbed the girl’s breast over her clothes. The girl kicked him in retaliation.
The teen continued to touch the girl’s private parts, with the girl unsuccessfully attempting to push him away. He again touched her private parts.
During the struggle, the teen asked the girl for oral sex but was refused. The teen then asked if he could carry out a sexual act on the girl. The girl repeatedly tried to escape but was overpowered by the teen, who was stronger than her.
Her attempts to reach the door were foiled as the teen kept blocked her and pushing her away. He also grabbed her shoulders and pushed her towards the toilet seat.
“She only managed to break free from the accused after she received a phone call from a security guard asking her about her visitor pass,” said Deputy Public Prosecutor (DPP) Phoebe Tan.
At this point, the teen had his hands on the girl’s breast. The girl managed to push the teen away and unlock the cubicle.
The teen later apologised to the girl via text. The victim revealed the incident to her boyfriend, sister and her NPCC teacher-in-charge. She made a police report the next day on advice from her teacher.
DPP Tan pointed out that the offence took place in a confined space and the victim was unable to escape. The teen had also shown premeditation as he had lured the girl to the toilet under the pretext of locating a pencil, said DPP Tan.
Asked for his mitigation, the unrepresented teen told District Judge May Mesenas he had nothing to say.
The teen will return to court on 29 November for his sentencing.
