Ukrainian activists publish list of Russians responsible for information warfare aimed at disrupting mobilization

Ukrainian cyber resistance activists released a list of Russian intelligence personnel responsible for information and psychological operations (IPSO) targeting Ukraine's mobilization efforts, the National Resistance Center reported on June 10.

Russia's 14th Special Purpose Brigade, based in Khabarovsk, Russia, is primarily responsible for these IPSO campaigns.

They have been orchestrating efforts to undermine Ukraine's mobilization processes through strategic misinformation.

One Russian operative provided Ukrainian defense forces with a list of personnel and other sensitive information related to these operations.

"Each of these operatives will be held accountable as their crimes have no statute of limitations," the National Resistance Center said.

Insights on Russian information warfare efforts

Ukraine's HUR Military Intelligence said on May 10 that it anticipates an intensification of Russian IPSO, as campaigns usually coincide with increased military offensives.

These operations often exploit public events, targeting both military and civilian infrastructure.

Russia plans a new IPSO campaign in July 2024, leveraging the incident of an Il-76 military transport plane crash in the Belgorod Oblast, Ukrainian intelligence reported on May 23.

Russia aims to amplify IPSO efforts, including spreading misinformation about Belarus potentially opening a second front, the Center for Countering Disinformation warned.

Russia intended to invest $15 million in a new IPSO operation aimed at discrediting Ukrainian intelligence, HUR reported on June 7.
