Homeowners upset about DBSS issues

UPDATED: Owners of Centrale 8 (pictured) – a Design, Build & Sell Scheme (DBSS) development in Tampines – are unhappy about issues with getting the keys to their new flats, said media reports.

They received a letter from developer Sim Lian Group in February informing them the development is expected to obtain Temporary Occupation Permit (TOP) in May 2014, and key collection is estimated to commence in May or June 2014.

According to the media, some have yet to receive their keys, and this led them scrambling to find alternative housing arrangements after the leases of their rental homes ended. However, they are actually getting their flats ahead of schedule, given that the expected TOP for the development was initially set for October.

On 7 July, a representative clarified Sim Lian Group has started issuing Notice of Vacant Possession to eligible homeowners who can collect their keys once payment of 25 percent of the purchase price is received.

The letters are currently being sent out in batches, and all homeowners should receive it by end July 2014. Some residents have already moved into their flats, she added.
