SINGAPORE — From 11.59pm on Sunday (13 December), all travellers entering Singapore who have a travel history to Hong Kong in the past 14 days will be required to serve a 14-day Stay-Home Notice at dedicated facilities.

Furthermore, from 11.59pm next Friday (18 December), these travellers (except Singaporeans and permanent residents) will be required to to take a COVID-19 polymerase chain reaction (PCR) test within 72 hours before departure. These travellers will need to present a valid negative COVID-19 test result as a condition of approval to enter Singapore.

These tightening of border measures come following the deteriorating outbreak situation in Hong Kong, as well as the “increased risk of community spread recently”, said the Ministry of Health (MOH) in a media release on Friday.

Hong Kong confirmed 86 new COVID-19 infections on Friday, of which 81 were locally transmitted, bringing its total number of infections to 7,378 with 114 deaths.

Conditions to opt out of staying in dedicated SHN facilities

Previously, travellers from Hong Kong need only to serve a seven-day SHN at their places of residence.

They are allowed to opt out of dedicated SHN facilities and serve their 14-day SHN at their place of residence, if they fulfil the following criteria:

  • If they did not travel to any other country/region in the last consecutive 14 days prior to entry except these countries/regions: Fiji, South Korea, Sri Lanka, Thailand, Hong Kong, Australia, Brunei, Macau, China, New Zealand, Taiwan and Vietnam.

  • If they are occupying their place of residence alone, or only with household members who are also serving SHN with the same travel history and duration.

The COVID-19 tests will continue to be administered before the end of the SHN.

Travellers are advised to visit the Safe Travel website to check for the most updated border measures before entering Singapore ,and be prepared to be subjected to the prevailing border measures upon entry, including payment for their stay at dedicated SHN facilities, tests and treatment.
